Not normal. You should have a vavle or spring loaded drain. You can grab it and "push" it around a little to see if the spring is hung. Otherwise you should be able to take it apart and see what is wrong. Their should be some filters in the system also. Someone may have let it sit. Probably just needs a good clean out of the air flow system.
My Ingersol Rand has them in it. One other thing to consider is line filters. I run a 10 micron before the dryer a 4 micron after the dryer (This on is actually overkill) (Your Model should have a 3 micron in it) and a 1 micron before the torch.
